Global Warming Discussions Blocked

So the U.S. blocks progress on global warming once again. It's absolutely appauling that undersecretary of state for global affairs, Paula Dobriansky would point to lack of certainty of harm to justify the U.S. position. It defies common sense logic of taking precaution before certainty is ascertained. By waiting for certainty we are inviting disaster. What does this say about our leaders who Dobriansky is beholden to?
